Tujuan Pelaksanaan WFH<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Transformasi budaya kerja ASN daerah yang lebih efektif &amp; efisien<\/li>\n\n\n\n<li>Akselerasi layanan digital (SPBE &amp; digitalisasi birokrasi)<\/li>\n\n\n\n<li>Kontinuitas layanan pemerintahan tanpa gangguan<\/li>\n\n\n\n<li>Efisiensi sumber daya (BBM, listrik, air, biaya operasional)<\/li>\n\n\n\n<li>Penurunan polusi akibat berkurangnya mobilitas<\/li>\n\n\n\n<li>Mendorong budaya hidup sehat bagi ASN &amp; masyarakat<\/li>\n\n\n\n<li>Kinerja berbasis <strong>output<\/strong> (bukan sekadar kehadiran)<\/li>\n\n\n\n<li>Meningkatkan resiliensi organisasi daerah<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">3. Kewajiban Kepala Daerah &amp; Perangkat Daerah<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dorong penggunaan layanan digital: e-office, tanda tangan elektronik, absensi elektronik, SIMPEG, SPBE, dll.<\/li>\n\n\n\n<li>Bagi daerah yang infrastruktur digitalnya belum memadai \u2192 sesuaikan dengan kemampuan daerah.<\/li>\n\n\n\n<li>Buat skema pengendalian &amp; pengawasan pelaksanaan WFH\/WFO.<\/li>\n\n\n\n<li>Unit pelayanan publik langsung <strong>wajib WFO<\/strong>; unit pendukung boleh WFH secara selektif (pastikan target kinerja tercapai &amp; kualitas pelayanan tidak turun).<\/li>\n\n\n\n<li>Rapat, bimtek, seminar, dll. \u2192 <strong>prioritas hybrid\/daring<\/strong>.<\/li>\n\n\n\n<li>Batasi perjalanan dinas: \u2013 Dalam negeri <strong>maksimal 50%<\/strong> \u2013 Luar negeri <strong>maksimal 70%<\/strong> (kurangi frekuensi &amp; rombongan).<\/li>\n\n\n\n<li>Batasi penggunaan kendaraan dinas <strong>maksimal 50%<\/strong> \u2192 prioritaskan kendaraan listrik, transportasi umum, sepeda, dll.<\/li>\n\n\n\n<li>Kepala Perangkat Daerah wajib awasi: \u2013 ASN WFH harus matikan AC, lampu, perangkat elektronik &amp; cabut kabel listrik di kantor. \u2013 Pastikan ruangan kantor aman.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">4. Pengecualian (Wajib WFO)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pemerintah Provinsi:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Jabatan Pimpinan Tinggi Madya &amp; Pratama<\/li>\n\n\n\n<li>Unit kedaruratan, ketenteraman &amp; ketertiban, kebersihan, kependudukan, perizinan, kesehatan, pendidikan (SMA\/sederajat), pendapatan daerah (samsat), dll.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pemerintah Kabupaten\/Kota:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Jabatan Pimpinan Tinggi Pratama &amp; Administrator (Eselon III)<\/li>\n\n\n\n<li>Camat, Lurah\/Kepala Desa<\/li>\n\n\n\n<li>Unit kedaruratan, ketertiban, kebersihan, kependudukan, perizinan (MPP\/PTSP), kesehatan (RSUD, Puskesmas), pendidikan (PAUD, TK, SD, SMP), pendapatan daerah (UPTD pajak), dll.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">5. Efisiensi &amp; Penghematan<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hitung penghematan anggaran daerah (biaya operasional pegawai, listrik, BBM, air, telepon, dll.).<\/li>\n\n\n\n<li>Hasil penghematan <strong>wajib digunakan<\/strong> untuk program prioritas daerah, terutama peningkatan kualitas pelayanan publik &amp; belanja produktif yang berdampak langsung ke masyarakat.<\/li>\n\n\n\n<li>Laksanakan <strong>Hari Bebas Kendaraan Bermotor (Car Free Day)<\/strong> untuk mendukung penghematan energi, kurangi polusi, tingkatkan kesehatan &amp; pemberdayaan UMKM (bisa ditambah ruas, hari, durasi &amp; cakupan sesuai daerah).<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">6.
